In the 1980s a hole in the sky threatened every living thing on the planet. Then the entire world did something it has never quite managed since: it agreed, acted fast, and solved the problem. How it happened, and what it teaches us now.
Environmental news is a genre of dread. So here is the story nobody tells often enough: a few decades ago, humanity noticed it was tearing a hole in the sky, and then it actually fixed it.
The ozone layer, the thin band of gas high in the atmosphere that shields all life from the sun’s most damaging ultraviolet radiation, is recovering. Not “might recover if we’re lucky.” Recovering, on schedule, right now.
It is the most successful environmental treaty in history, and it holds a lesson we badly need.
The hole in the sky
In the 1970s and ’80s, scientists discovered something terrifying. A class of human-made chemicals called chlorofluorocarbons (CFCs, then found in nearly every fridge, air conditioner, and aerosol can) were drifting up into the stratosphere and destroying ozone molecules. A single chlorine atom could wreck around a hundred thousand of them before it was finally mopped up.
Then, over Antarctica, researchers found it: a vast, growing “hole” where the ozone layer had thinned dramatically each spring. The implications were apocalyptic. More ultraviolet radiation reaching the surface meant soaring rates of skin cancer and cataracts, damaged crops, and harm to the ocean’s microscopic life, the base of the entire food chain.
This wasn’t a distant, abstract threat. It was a fast-moving emergency with a clear, human cause.
The world did the unthinkable: it agreed
In 1987, the nations of the world signed the Montreal Protocol, an agreement to phase out the chemicals eating the ozone layer. And then the remarkable part happened: it worked.
Not because everyone behaved. From about 2013, scientists noticed that CFC-11 was falling out of the atmosphere more slowly than the treaty said it should. Somebody was still making it. The trail led largely to unreported production in eastern China. That is the part of the story worth keeping, because of what happened next: the cheating was detected from the air itself, it was published, and emissions fell back to their earlier level within a couple of years. A treaty that can catch its own violations and correct course is a better model for the climate than a treaty nobody ever broke.
The Montreal Protocol became the first treaty in United Nations history to achieve universal ratification: every single country on Earth signed on. Industry, told to invent alternatives to CFCs, did. Production of the worst chemicals was wound down worldwide.
Pause on how rare that is. A global scientific warning was met with a fast, coordinated, binding, and enforced global response. It’s basically the only time we’ve pulled it off at that scale.
It’s actually working
The proof is now in the sky. With CFCs banned, their concentration in the atmosphere has been falling, and the ozone layer has begun to knit itself back together.
The 2022 scientific assessment backed by the UN and the world’s atmospheric agencies projects that the ozone layer will return to its 1980 health at different times in different places: around 2040 for most of the world, about 2045 over the Arctic, and around 2066 over the stubborn Antarctic hole. There’s even a bonus: because many ozone-destroying chemicals were also potent greenhouse gases, phasing them out quietly spared the planet a meaningful chunk of additional warming.
We broke the sky, noticed, and are watching it heal. That has never happened before on this scale.
The lesson we keep forgetting
It’s tempting to say the ozone fix proves we can solve the climate crisis too. The honest answer is: it’s more complicated. CFCs came from a handful of industries with a few clear substitutes. Fossil fuels are woven into everything: power, transport, food, cement, the whole machine of modern life. The climate problem is bigger and stickier by orders of magnitude.
But the ozone story still matters, because it kills the most corrosive idea of all: that global environmental problems are unsolvable and international cooperation is a fantasy. We have direct, living proof otherwise. When the science was clear, the threat was understood, and the will was there, the entire human species acted together and won.
The hole in the sky is closing. We did that. The only real question the story leaves us with is whether we remember how.
